921.05 BUDGET PAYMENT SYSTEM.

Customers of utility billing service who are not delinquent on any prior utility bill or other payment agreement may utilize a budget billing payment option. The City shall determine a reasonable average based on the most recent twelve months of prior service. Customers participating in the budget billing payment plan shall receive semi-annually a budget settle-up amount for actual utility service usage. The budget billing payment option shall be terminated for those customers who fail to make timely payments.
