903.10 WATER SERVICES PERMIT; DEPOSIT.
   The owner of property or his contractor shall, before construction begins, secure a permit for construction, reconstruction, replacement, repair or extension of water services. Such permit shall be issued only under the following conditions, and such conditions shall be in addition to any other permit fee allowed or authorized by ordinance of Council:
   (a)    The proposed contractor is accredited by the Division of Engineering and he has on file with the Director of Public Service, a performance bond or other acceptable collateral of one hundred dollars ($100.00), guaranteeing the performance of water services construction, reconstruction, replacement, repair or extension in accordance with the plans and construction specifications of the City.
   (b)    In the event the property owner elects to perform the work, a cash deposit of twenty-five percent (25%) of the estimated cost of the work shall be deposited with the City Engineer. This sum shall be refunded when and if the water service has been completed in accordance with the plans and construction specifications of the City and approved by the City Engineer.
