903.08 CONCRETE SIDEWALK REQUIRED.

   No person shall pave or cause to be paved that portion of the street right of way between the property line of private property and the curb or ditch line of any street with asphalt, macadam or any other substance or material designed to create a hard surface without first constructing a concrete sidewalk within such area according to sidewalk grade as established by the Division of Engineering and according to City sidewalk specifications.
