903.02 CONSTRUCTION PERMIT; PERFORMANCE BOND; DEPOSIT.

   The owner of property or his contractor shall, before construction begins, secure a permit for construction, reconstruction, replacement or repair of public sidewalks abutting his property. Such permit shall be issued only under the following conditions:

   (a)    That the proposed contractor is registered by the Building Department of the Division of Engineering and the use of Portland cement concrete work on any sidewalk or drive approach is in accordance with the plans and construction specifications of the City.

   (b)    That, in the event the property owner elects to perform the work, a deposit in the amount of twenty-five percent (25%) of the estimated cost of the work shall be deposited with the City Engineer. This sum shall be refunded when and if the sidewalk and/or drive approach has been completed in accordance with the plans and construction specifications of the City and approved by the City Engineer.
