901.12 ROADWAY DRAINAGE CROSSING STRUCTURES; PERMIT REQUIRED; FEE.
(a) No person, firm or corporation shall construct, maintain or repair, or cause to be constructed, maintained or repaired a crossing of a roadway drainage path for driveway access only by means of culvert pipes, bridges, or structures without first obtaining from the City Engineer a permit to do so. For such permit, a fee of forty dollars ($40.00) shall be paid to the City Engineer to be deposited by him with the Finance Director.

(b) All work shall be approved by the City Engineer, performed in strict conformity with the current construction specifications and supplemental specifications of the City, and upon completion, such street or public way must be restored in accordance with those specifications and meeting the approval of the City Engineer. Copies of the current specifications as referred to in this section will be supplied upon request at the time of the issuance of such permit.
(c) A person, firm or corporation may request the City to install a culvert pipe new or replacement, through a roadway drainage path for the purpose of driveway access only; not less than 20-feet by making application to the City Engineer for such service and paying a fee outlined as follows:

Said fee shall be paid to the City Engineer to be deposited by him with the Finance Director. If the culvert is new, a twenty-five percent (25%) surcharge shall be added to the above fees. (Ord. 117-2004. Passed 7-26-04.)
