901.10 DEDICATED, UNOPENED STREETS.
   (a)    No street designated as dedicated and unopened shall be opened by the City unless there is adequate local storm drainage as determined by the City Engineer and until approval for the opening is granted by resolution of Council.
   (b)    Upon the opening of any of the streets referred to in subsection (a) hereof, no building permit shall be issued for construction on any lot fronting on such street until the owner deposits with the City Engineer a sum equal to fifty dollars ($50.00) per front foot for the lot upon which construction is contemplated or until a sufficient paving petition is presented encompassing at least one City block having as its termini a street intersection, and until the appropriate resolution of necessity is approved by Council.
   (c)    The owners of corner lots requesting construction shall be required to deposit a sum equal to fifty dollars ($50.00) per front foot, but credit shall be given to the two-thirds rule applicable to corner lots, as established by State law.
