901.09 STREET OILING; LICENSE, BOND AND SPECIFICATIONS.
(a) No person shall undertake the business of treating any street within the City with either oil or an emulsion derivative without first complying with the following requirements:
(1) An annual license shall be obtained, a fee for which shall be made payable to the City Engineer in the amount of fifteen dollars ($15.00).
(2) A performance bond shall be posted for the good and true undertaking of the task of street treatment according to specifications herein referred to, which bond shall be in the amount of five hundred dollars ($500.00). In the event of default or noncompliance with the specifications herein referred to, the bond shall be forfeited to the City to be applied to the benefit of property owners adversely affected.
(3) A certificate of adequate liability insurance shall be furnished as prescribed by the City Engineer and furnishing a certificate of Worker's Compensation.
(b) No person shall undertake the business of treating any street within the City with either oil or an emulsion derivative unless he shall undertake and perform such work in accordance with specifications now on file in the office of the City Engineer.
