770.25 STORAGE TANKS TO BE DIKED.
   All storage tanks or groups of tanks situated within the corporate limits shall be diked or other suitable means taken to prevent discharge of liquid from endangering adjoining property or reaching waterways. Each dike shall have a capacity of not less than two and one-half times that of the tank or tanks served by the enclosure.
   All dikes shall be continuous with no openings for roadways and no residual opening shall remain as a result of piping passing through.
   All dikes shall be constructed of earth, clay, steel, masonry or reinforced concrete and so constructed as to be watertight and afford adequate protection and of concrete or masonry, shall be properly reinforced and shall have footings below the frost line.
