770.04 PERMIT APPLICATION AND FEE.

   Any person, corporation or other entity desiring to drill a well for oil and/or gas within the corporate limits of the City shall make application for a conditional zoning certificate. All requests for permits shall be completed at the time of such application. A fee of five hundred dollars ($500.00) shall be paid at the time such application is filed. No refund of any part of a permit fee shall be made to any permit holder for a dry hole or for failure to exercise the privilege to drill upon the site covered by such permit.
