770.03 PERMIT REQUIRED.

No person, corporation or other entity shall commence to drill a well for oil, gas or other hydrocarbons within the corporate limits of the City until such time as such persons have wholly complied with all provisions of this chapter and a conditional zoning certificate has been granted by Council to such person for a period of one year.

No person, corporation or other entity shall be permitted to drill more than two wells at any one time. Application for the third permit, or any subsequent permits, may be made upon completion of the drilling of the first, second and each numerically subsequent well.
