761.04 AUTHORITY OF DIRECTOR OF PUBLIC SAFETY.

   Subject to the approval of Council, the Director of Safety is vested with the power and authority:

   (a)    To supervise and regulate the operation of all taxicabs within the City.

   (b)    To prescribe rules and regulations and to issue orders in conformity with the provisions of this chapter applicable to any and all such taxicab companies.
