521.11 DUST IN UNPAVED PUBLIC PARKING GROUNDS.

(a) Whoever owns or operates an unpaved public parking ground in the City for the parking of motor vehicles by the general public shall cause the same to be treated with a dust-laying substance at such intervals as necessary to prevent the raising and spreading of dust to the disturbance of the inhabitants of the City.

(b) Whoever violates this section is guilty of a minor misdemeanor.
