   C.   Disconnection Of Service: No person, unless in the employ or having a written permit from the gas company, shall disconnect the outlet of the service meter from the building piping.
   D.   Installing Service Pipes Under Structures: In no case will it be allowed to run a service pipe under a building or porch, unless the same first passes through a foundation wall and the hole thus made can be sealed with cement so that it will be impossible for the gas to creep along the service line ditch and so on into or under a building.
