It shall be deemed an unlawful act to install, alter or extend any system of piping for the conveyance or distribution of illuminating or fuel gas in any building or structure in the city, except by meter installation by employees of the gas company, in accordance with the provisions of this chapter, unless a written permit be first obtained from the official or officer having jurisdiction.
