If the provisions of this chapter conflict with any other previously adopted and enacted ordinance of the city dealing with either zoning or trailer camps and trailer houses, conflict with the provisions of this chapter, then the provisions of the chapter shall govern and apply, and the conflicting provisions of any previously mentioned ordinances shall be inferentially repealed.
