165.01 TITLE.
    This chapter shall be known and may be cited and referred to as the “Zoning Ordinance of the City of Cumming, Iowa,” and may be referred to herein as “this ordinance,” adopted pursuant to Chapter 414, Code of Iowa.
165.02 PURPOSE.
    The purpose of this chapter is to promote the public health, safety, morals, order, convenience, prosperity and general welfare; to conserve and protect the value of property throughout the City and to encourage the most appropriate use of land; to lessen congestion in the streets; to prevent the overcrowding of land; to avoid undue concentration of population; and to facilitate the adequate provision of transportation, water, sewage, schools, parks and other public requirements.
165.03 POLICY.
    It is hereby declared by the Council that the regulations contained herein are necessary in order to prevent and to lessen congestion in the streets and highways; to secure safety from fire, flood, panic and other dangers; to protect the public health and general welfare; to provide adequate light and air; to prevent the overcrowding of land; to avoid undue concentration of population; to facilitate the adequate provision of transportation, water, sewage, schools, parks, and other public requirements; to conserve the value of buildings and encourage the most appropriate use of land throughout the City, all in accordance with a Comprehensive Plan.
