§ 71.04 ISSUANCE OF VIOLATION; PAYMENT.
   The issuance of a traffic ticket or notice of violation by a police officer of the city shall be deemed an allegation of a parking violation. Such traffic ticket or notice of violation shall indicate the length of time in which the person to whom the same was issued must respond before the Parking Violations Bureau. It shall also indicate the address of the Bureau, the hours during which the Bureau is open, the amount of the penalty scheduled for the offense for which the ticket was issued and advise that a warrant for the arrest of the person to whom the ticket was issued will be sought if such a person fails to respond within the time limited.

No person shall park any commercial vehicle weighing in excess of 5,000 pounds on any street in any residential area in the city for any purpose or length of time other than for the expeditious unloading and delivery or pick up and unloading of materials, goods or merchandise. In any proceeding for violation of the weight limitations provisions of this section, the weight indicated on the vehicle's registration shall constitute in evidence a prima facie presumption of the weight of the vehicle at the time of an alleged violation.

No person shall store any unlicensed vehicle, merchandise, vehicle for sale, truck, semi- truck/trailer, flatbed trailer, boat, snowmobile, trailer, chasis, recreational vehicle or undertake the repair of a vehicle in areas designated for parking on any city street, including the maneuvering lane. The above referenced items shall be deemed stored if on the street at any time from 11:00 p.m. to 5:00 a.m. The parking of semi-trucks/trailers on any city street in a residential zoned district is prohibited at all times. Exceptions to this section may be made with the prior approval of the Chief of Police or his designee.

PRIVATE PARKING FACILITIES
§ 71.15 LIMITED USE; HOURS.
   During business hours, no person shall enter upon, drive through, traverse, circle, loop or otherwise make use of the parking area of any private business establishment with a motor vehicle for any purpose other than parking their motor vehicle while shopping or conducting business within the establishment which controls the parking area.

§ 71.16 POSTING OF TIME LIMITS.
   Whenever it is the intent of any business establishment within the city to limit the period of time in which its customers or business contracts may use its parking facilities, it shall give notice of such time limits. Such notice shall be given by posting in conspicuous places upon the private property printed or painted signs, setting forth the name of the business establishment which controls the parking area and stating the time within which parking is to be restricted.

§ 71.99 PENALTY.
   Any person convicted under §§ 71.15 or 71.16 shall be guilty of a misdemeanor and punished by imprisonment in the county jail for not more than 90 days or a fine of not more than $100 or by both such fine and imprisonment.
