The Department of Tourism Development shall present an annual budget and any and all expenditures shall be made in accordance with the established budget, and otherwise in the same manner and under the same guidelines provided for in the city charter. The Executive Director and the Department of Tourism Development Citizens' Advisory Board shall prepare and submit to the City Council an administrative budget and, in addition thereto, are authorized to budget separately any special advertising, promotional budget, program or project designed for specific tourism purposes of the city.
