The requirements contained in this chapter shall apply to all premises served by the water system and are hereby made part of the conditions required to be met for the water system to provide water services to any premises. The provisions of this chapter shall be rigidly enforced since it is essential for the protection of the public water distribution system against the entrance of contamination. Any person aggrieved by the action of the chapter is entitled to a due process hearing upon timely request.
