The water system shall be responsible for the protection of the public water system from contamination or pollution due to the backflow of contaminants through the water service connection. The water system shall comply with T.C.A. § 68-221-711(6), as well as the Rules and Regulations for Public Water Systems and Drinking Water Quality, legally adopted in accordance with this code, which pertain to cross connections, auxiliary intakes, bypasses and inter-connections; and shall establish an effective, on-going program to control these undesirable water uses.
