Be it further enacted, that the City Council of the City of Crossville shall have the power by ordinance to require the owner of each motor vehicle kept within the City of Crossville to have a city license at an annual fee not to exceed five dollars ($5.00), the amount to be paid and time of payment to be fixed by ordinance of the City Council.
