Be it further enacted, that no person shall be eligible for election to the Board of Lake Commissioners unless he is a resident and voter of the City of Crossville, Tennessee, and over the age of twenty-one (21) years. In the event of a vacancy on the Board the City Council of the City of Crossville, Tennessee, shall elect a successor to fill out the unexpired term. (As amended by Priv.
