Be it further enacted, that the City Council is hereby vested with the power and authority, by ordinance, to provide for all other regulation and control of such property and persons entering therein or thereon, as the preservation of the health, safety, welfare and comfort of the dwellers in the city or upon the within described tract of land may require.
