In order to cover the costs associated with the supplying and removing of service, a non-refundable service charge will be required from each customer upon application for service. The non-refundable service charge will be paid in accordance with the schedule as the city may from time to time adopt by resolution. Failure to pay the service charge will give the city the right to declare the contract forfeited and to refuse service.
