(A) Whenever any motor vehicle is found parked or stopped in violation of any of the restrictions imposed by this code, the officer finding the vehicle shall take its license number and may take any other information displayed on the vehicle which may identify its user, and shall conspicuously affix to the vehicle a citation for the driver and/or owner to answer for the violation within ten days during the hours and at a place specified in the citation.
(B) If the offense is a parking meter parking violation the offender may, within ten days, have the charge against him or her disposed of by paying to the City Court Clerk a fine of $10; provided, he or she waives his or her right to a judicial hearing. If he or she appears and waives his or her right to a judicial hearing after ten days, but before a warrant for his or her arrest is issued, his or her fine shall be $15. For other parking violations, excepting handicapped spaces, the offender may similarly waive his or her right to a judicial hearing and have the charges disposed of out of court, but the fines shall be $10 within ten days and $15 thereafter. If the violation is for parking in a handicapped space, the offender may similarly waive his or her right to a judicial hearing and have the charges disposed out of court, but the fine shall be $25.
