Section 1. Appointment, duties, powers, and compensation of supervisor and his subordinates. 
Be it further enacted, that the city manager shall employ a supervisor of the system of water works and may employ such subordinate officers, agents, and employees, as may be necessary to transact the business necessarily connected with the operation and maintenance of the waterworks system, and may delegate to such subordinate officers, agents, and employees any business connected therewith but they shall not have the right or authority to make any contracts binding upon the city except and unless they are authorized and directed to do so by ordinance or resolution of the city duly and regularly passed.
