§ 15-607 LAWFUL PARKING IN PARKING METER SPACES.
   Any parking space regulated by a parking meter may be lawfully occupied by a vehicle only after a proper coin has been deposited in the parking meter and the meter has been activated or placed in operation in accordance with the instructions printed thereon.
