All motorists and pedestrians shall obey the directions or signals of school safety patrols, when the patrols are assigned under the authority of the Chief of Police, and are acting in accordance with instructions; provided that, the persons giving any order, signal or direction shall at the time be wearing some insignia and/or using authorized flags for giving signals.
