Upon the completion of the corrective action carried out by the Office of the City Manager as authorized herein, the actual costs of the action, plus a fee of 15% for administrative cost, shall be billed to the owner or owners of the property by the city. If the bill is not paid in full within 60 days after its date of mailing, a 10% penalty shall be added and the costs and penalties shall be placed on the tax rolls of the city as lien upon the property and collected in the same manner as other city taxes are collected.
