§ 13-405 LIABILITY FOR EXPENSES WHEN VEHICLE REMOVED FROM PRIVATE PROPERTY.
   The owner or occupant of property on which abandoned vehicles have been left and which have been removed by the city shall be liable for the unrecovered expenses incurred by the city in the removal, and upon the failure of the owner or occupant to pay the unrecovered expenses, a lien shall be placed upon the property for the amount of the expenses.
