§ 13-107 INTERFERENCE WITH FLOW OF WATER OR OTHER LIQUID.
   (A)   It shall be unlawful for any person, firm or corporation to obstruct or to interfere in any way with the free flow of water or any other liquid through any ditch, storm sewer or sanitary sewer within the corporate limits.
   (B)   It shall be unlawful for any person, firm or corporation to divert, cause to be diverted, or to interfere in any way with the free flow of surface or underground water or other liquid to or from private or public land within the corporate limits without written permission of the land owner or owners involved.
