Every building which is moved on, over or through any public street, way or park in the city shall be under the control of the Director of Public Works and every building shall be moved in a careful manner and the work shall be prosecuted with diligence and to the satisfaction and approval of the Director of Public Works. This section, in no way, relieves the person having charge of the moving of any building of his or her obligation to furnish proper supervision.
