Be it further enacted, that the city manager shall appoint a Finance Director. It shall be the duty of the Finance Director to collect, receive and receipt the taxes and all other revenue of the city, and the proceeds of its bond issues, and to disburse the same. The Finance Director shall make a monthly report of the condition of the treasury to the city manager and at such other times as the city manager may request. (As amended by Priv.
