The general guidelines for issuance of the permits shall include, but not be limited to, the following guidelines:
(A) An installation employing three or more people;
(B) A permanent or stationary mill rather than temporary or portable, except under specific and unusual circumstances;
(C) An installation planned for continual rather than temporary use;
(D) A mill which will not create undue distress to the surrounding area; and
(E) Other requirements as the City Council shall deem necessary upon hearing permit requests.
