Each taxicab company shall be required to file a list to the City Clerk of its rates upon the enacting of this section and shall likewise file the same prior to any change in the fares. The same shall be filed with the Chief of Police. The rate list shall be posted conspicuously in the taxicab so that the passenger will know in advance what the charges will be.
