The City Council may revoke any taxicab driver's permit for violation of traffic regulations, for violation of any provision of this chapter, or when the driver ceases to possess the qualifications as prescribed in § 9-409. In the event the owner continues to employ any driver who has been convicted under this section in the City Court, then the owner's privilege license may be revoked and the revocation shall become effective as of the date of conviction regardless of whether the case is appealed.
