Section 3. Appointment of acting city manager during absence or disability of city manager. 
Be it further enacted, that by letter filed with the city clerk, the manager shall designate, subject to approval of the City Council, a qualified city employee to exercise the powers and perform the duties of manager during the Manager's temporary absence or disability. During such absence or disability, the City Council may revoke the designation at any time and appoint another officer of the city to serve until the manager shall return or the Manager's disability shall cease.
