(A) Each application shall be referred to the Chief of Police for investigation. The Chief shall report his or her findings to the City Manager within 72 hours.
(B) If, as a result of the investigation, the Chief reports the applicant's moral reputation and/or business responsibility to be unsatisfactory the City Manager shall notify the applicant that his or her application is disapproved and that no permit will be issued.
(C) If, on the other hand, the Chief's report indicates that the moral reputation and business responsibility of the applicant are satisfactory the City Manager shall direct that a permit be issued upon the payment of all applicable privilege taxes and the filing of the bond required by § 9-206. The City Clerk shall keep a permanent record of all permits issued.
