It shall be unlawful for any unauthorized person to open or close or in any other manner tamper with any fire hydrant or any other of the valves or fixtures owned and controlled by the city and connected to and used in the operation of the municipal water system. Permission to do any of the above acts may be obtained in writing from the Fire Chief or the head of the Water Department.
