Any person holding a position included in the classified service who, on the effective date of this chapter, shall have served continuously in the position for a period equal to the probationary position, shall assume regular status in the classified service, and shall there after be subject in all respects to the provisions of this chapter and the personnel rules and regulations. Other persons holding positions in the classified service shall be regarded as probationers, and may be certified as regular employees upon satisfactorily completing the probationary period, which shall be computed from the time of their original appointment.
