§ 4-201 GENERAL PROVISION.
   (A)   This chapter shall be known as the "Personnel Ordinance".
   (B)   The general purpose of this chapter is to establish a system of personnel administration for the city. This system shall provide means to select, develop and maintain an effective municipal work force through the impartial application of principles free of personal and political considerations.
