§ 150.23 OCCUPANCY OF HOUSE TRAILERS DURING BUILDING CONSTRUCTION.
   (A)   Temporary occupancy permitted. Any person who has received a building permit for the construction of a home on premises within the village and who has begun actual construction thereof and desires to occupy a house trailer on the premises during construction may temporarily occupy the house trailer under the terms and provisions of this section upon receiving a permit therefor.
   (B)   Application for permit; bond.
      (1)   The person shall make a regular application for a temporary permit to occupy a house trailer to the Village Board of Trustees. The application shall contain:
         (a)   The name and address of the applicant;
         (b)   The address of his or her property;
         (c)   The village building permit number;
         (d)   The name and address of his or her building contractor;
         (e)   The date on which construction was begun;
         (f)   The estimated date of completion;
         (g)   The type and size of the house trailer for which a permit is requested;
         (h)   The names and ages of all person who will occupy the trailer;
         (i)   The sanitary facilities which will be available; and
         (j)   A full statement of the circumstances making it necessary for the applicant to occupy the trailer.
      (2)   The application shall be accompanied by a cash bond in the sum of $300 to guarantee full compliance with this section.
   (C)   Investigation of applicant; issuance of permit. The application shall be investigated by the Board of Trustees or a committee of the Board to which the application may be referred. If the Board of Trustees determines that a real need exists for the applicant to occupy the house trailer during the construction of his or her home, the Board shall approve the application, fix the time, not to exceed six months, for which the temporary permit shall be issued and shall direct the Village Clerk to issue the permit.
   (D)   Expiration of permit.
      (1)   Every person receiving a permit under this section shall cease occupancy of the trailer and remove it from the premises immediately upon the expiration of the term of his or her permit and his or her cash bond shall then be refunded to him or her. If he or she has not so vacated and removed the trailer on the expiration date of his or her permit, then cash bond shall be retained by the village as an additional penalty for his or her violation of this section.
      (2)   It shall be unlawful to occupy the house trailer or to permit it to remain on the premises after the expiration of the permit issued therefor, and each day on which a house trailer is occupied or permitted to remain after the expiration date shall be a separate and distinct violation of this section.
