§ 153.10 SAFETY REQUIREMENTS.
   (A)   Steps or ladders.
      (1)   Two or more means of egress in the form of steps or ladders shall be provided for all private residential swimming pools. At least one means of egress shall be located on a side of the pool at both deep end and shallow end of the pool.
      (2)   Treads of steps and ladders shall be constructed of a nonslip material and at least two and one-half inches wide for their full length.
      (3)   Steps and ladders shall have handrail on both sides.
   (B)   Fences.
      (1)   All private, inground swimming pools shall be completely enclosed by a fence constructed, erected and maintained along the periphery of the pool walks and enclosing the pool.
      (2)   All private, aboveground swimming pools and all portable swimming pools shall be completely enclosed by a fence in compliance with either of the following divisions:
         (a)   By a fence constructed, erected and maintained at the perimeter of the property upon which the subject private swimming pool is located and enclosing the property; or
         (b)   As to aboveground portable pools with a platform along the edge of the pool area, by a fence constructed, erected and maintained on the outer perimeter of the platform and enclosing the pool.
      (3)   In addition, all private residential swimming pool fences shall comply with the following provisions.
         (a)   All fence openings or points of entry into the pool area enclosure shall be equipped with gates.
         (b)   All fences and gates shall be at least three feet six inches in height and shall not exceed six feet in height.
         (c)   All gates shall be equipped with self-closing and self-latching devices placed at the top of the gate and shall be made inaccessible to small children.
         (d)   All gates shall be provided with a lock, either key or combination, and shall be locked to prevent entrance when the pool is filled and is not being used for swimming.
   (C)   Portable swimming pools. In addition to the fencing and other requirements of this chapter, all portable pools, as previously defined, shall comply with the following restrictions. No permanent ladder shall be used in connection with portable pools, and all ladders which are used shall be removed and safely stored when the pool is not being used for swimming.
