(A) Minimum distance. It shall be unlawful for any person to erect or construct any detached billboard or signboard less than three feet above the average level of the ground below the billboard or signboard.
(B) Maximum distance. The highest part of any sign extending above, over or within 50 feet of any sidewalk or public way shall not exceed 32 feet above the level of the sidewalk or public way over which it extends or adjoins.
