Any person erecting or maintaining any sign, billboard or signboard without first obtaining a permit therefor is in violation of this chapter or any ordinance or regulations and shall be fined not more than $750 for each offense; a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
