It shall be unlawful for any person to attach any billboard or signboard whatsoever to the front, side or rear walls of any building unless the same shall be placed flat against the surface of the building and safely and securely anchored or fastened thereto. All billboards or signboards erected, constructed or maintained under or by virtue of the provisions of this section shall be subject to the prohibition hereof. Roof signs are prohibited.
