§ 152.07 PROHIBITED SIGNS.
   (A)   It shall be unlawful for any person to have, maintain, display or continue in operation any sign which is portable, easily movable and not permanently attached to nor made a part of a building or permanent structure.
   (B)   It shall be unlawful for any person to have, erect, maintain or continue in operation in the village:
      (1)   Any attraction device or sign which contains a stationary or revolving light which flashes or projects illumination, single color or multi-colored, in any manner which is intended to attract or divert attention, except as attached to or made a part of a permanent building or permanent structure in compliance with the provisions of this chapter and the applicable sections hereof;
      (2)   Any attraction device or sign which flashes, blinks, is animated or fluctuates in light intensity, except as attached to or made a part of a permanent building or permanent structure in compliance with the provisions of this chapter and the applicable sections hereof;
      (3)   Any sign or advertising structure along, upon or within any public right-of-way, street, alley or sidewalk, except as placed thereupon by the village or state; and
      (4)   Any sign or advertising structure which, by reason of its position, shape, color or design, interferes with, obstructs the view of, confuses or misleads traffic.
