§ 110.07 INSPECTIONS AND ANALYSES.
   (A)   Initial inspection. Prior to the original issuance of a license as provided in § 110.06, the building and/or premises for the proposed commercial operation shall be inspected by the Village Health Inspector and Fire Department Fire Protection Officer. Within seven days after the inspections, the Village Health Inspector and Fire Department Fire Protection Officer shall each file separate reports with the Mayor and a duplicate copy with the Village Clerk reciting the date of inspection and findings as to the compliance or lack of compliance with the village health regulations and fire regulations, respectively. The inspections referred to herein shall be made within seven days after a copy of the application for license is delivered to the aforesaid inspectors by the Village Clerk and the Village Clerk is directed to deliver the copy to each inspector within seven days from the date of filing by the applicant.
   (B)   Periodic inspections. After issuance of a commercial license, the Village Health Inspector and Fire Department Fire Protection Officer shall make regular inspections, no less than once each calendar year, of the building and/or premises operated for commercial uses as to the compliance with village health and fire regulations, respectively, and within seven days after the inspections, each inspector shall file separate reports with the Mayor and a duplicate copy with the Village Clerk reciting the results of the inspections.
   (C)   Entry powers. Whenever inspections of the premises used for or in connection with the operation of a licensed business or occupation are reasonably necessary to secure compliance with any ordinance provision or to detect violations thereof, it shall be the duty of the licensee, or the person in charge of the premises to be inspected, to admit thereto for the purpose of making the inspection any officer or employee of the village authorized or directed to make inspection at any reasonable time that admission is requested.
   (D)   Analyses. Whenever an analysis of any commodity or material is reasonably necessary to secure conformance with any ordinance provision or to detect violations thereof, it shall be the duty of the licensee of the village whose business or occupation is governed by the provision to give any authorized officer or employee of the village requesting the same sufficient reasonable samples of the material or commodity for the analysis upon request.
   (E)   Resisting inspections. In addition to any other penalty which may be provided, the Mayor may revoke the license of any licensed proprietor of any licensed business or occupation in the village who refuses to permit any officer or employee who is authorized to make the inspection or take the sample of the commodity or who interferes with the officer or employee while in the performance of his or her duty in making the inspection; provided that, no license shall be revoked for cause unless written demand is made upon the licensee or person in charge of the premises, in the name of the village, stating that the inspection or sample is desired at the time it is sought to make the inspection or to obtain the sample.
