The individual to whom the permit is issued and the owner or tenant of the premises on which the sale is conducted shall be jointly and severally responsible for the maintenance of good order and decorum on the premises and parking during all hours of the sale. No such individual shall permit any loud or boisterous conduct on the premises nor permit vehicles to impede the passage of traffic on any road or streets in the area of the sate. All such individuals shall obey the reasonable orders of any member of the Police or Fire Department of the Village of Crestwood in order to maintain public health, safety and welfare.
