All equipment used by a scavenger in the course of his or her business shall be kept and maintained in good working condition, and the equipment shall be so constructed and used so as to prevent the spillage or leakage of the contents thereof onto public or private property in the village. It shall be the duty of every person in possession or control of any equipment used by a scavenger in the course of his or her business to replace, at once, into any equipment, any part of the contents hereof which shall have fallen, dropped or spilled from the equipment upon any public way or other place, including private property.
